I think youve answered your own question, in that if there is no brush, what choice do they have anyway.
Food source would be the thing that requires them to move imop, more so than type of cover they might prefer.
I'm wondering... if ALL the crappie are deep into large weed beds, would they have a reason to leave it for a brush pile? The only habitat in the water is weed beds. I tend to think the brush would be largely ignored by them.

most limb/ branches are longer lasting hardwoods placed still green, normally less than 8' long, osage orange, locust, hickory, ect in a shallow to deep line tends to be effective, creating a fairly dense slow release food pile that hopefully will still be used as cover for 10- 25 years.

If the weeds are offering mostly vertical cover you might try to sink a pvc structure that had more horizontal limbs. My thinking is that if they are looking for shade or overhead cover they could find it with that where weeds growing straight up and down may not.

I agree with this. Crappie will tolerate vertical cover but probably prefer some horizontal cover to help shade the sun.
realize that submerged wood as well as serving as cover is an organic slow release food source that some lower organisms prefer over weeds.
