I would say 3ft minimum and no higher than 10ft in 20ft water. If stained waters all the time then maybe a little taller.

I'd shoot for half the water column so 20' would be 10' tall but can be less or more than this as anything is better than nothing.

Half height sounds good . Most of ours is sunk in 4 to 16' with average of 8' of water . We try to keep it below the low water mark . But sometimes Crappie will suspend right over brush very shallow . I like the option for them to move vertically .

A good rule of thumb is to go straight lines from shallow to deep creating a row of cover being aware of the seasonal draw down in the body of water as well as the average summer thermocline, go slightly below it for fall winter fishing.
