It could work, use 3" of the right size oak wood dowel to make the loop or slice one end 3" and stick it in the other end.
It will hold air so add more anchor weight.
I have a bunch of old garden hose, think that I could use it in a structure build? Like the PVC pipe then run it in and out of the holes, creating loops? Just a thought I had before I trash all of the hoses.

Just be sure the materials you are putting in your waters are not considered "trash" or "toxic" by the TPWD.

We used them to band tree trunks/ limbs together in our farm pond for fish shelters . We used nails but after sitting there silt anchors them good .
