I have access to a lot of vinyl fence that was torn out.
It looks like PVC to me....any reason you'd be afraid of using that to build cover?

We used Massive amounts of Plastic and Plastic coated fencing also....the biggest pain was getting enough help to sink it...we went the hard route, and used entire sections to build reefs and dense areas packed together....we also stacked and dropped it for baitfish and Catfish breeding habitat.
Our group was required to TRIPLE RIG everything with reinforcement and weight, so it would last forever, and not break free and cause damage to the Dam!

Just a suggestion, but you might check the legality of installing possible pollutants in your lakes. Not saying what you have is a pollutant, but it might be called that by your local authorities.
Best solution is to assemble an example of exactly what you wish to place and set up a meeting for securing OFFICIAL permission from the "Powers That Be" (Army Corps of Engineers, state and local Wildlife managers, state Dept of Parks, ect). It has been our experience that if you have a solid realistic plan AND are willing to comply with their wishes and restrictions the vast majority of them will cooperate with you...know that have said this many times but here goes again; consider forming a self funded private volunteer group and consider placing some "C" trees as well as some very long lasting hardwood attractors with the PVC. The 2 types TOGETHER especially with the PVC slightly deeper will simply dramatically OUT PRODUCE darn near anything else you can do...
