    If memory is still right it is illegal to cut cane in MS. You can cut Bamboo but river cane is illegal.
    That's news to me.

    But the Dept doesn't regulate what goes in the R B REZ anyway
    Really? Fish without a license and see who writes the ticket. The Pearl River is a public waterway last I heard. The way it was up here on the COE lakes, they only allowed wood structure. The MDWFP last year adopted the same regulation that the COE was using and applied it to all public waters of the state.

    Personally, I have no problem with plastic crappie condos. But I do have a problem with plastic poison barrels put in the river for handgrabbing...and water heaters and washing machines and culverts and so on. So if you tell one group they can't put that stuff in the water, then you allow another group to put it in the water, you have a revolt on your hands.

    If people would've just used their heads when they were putting out this structure we wouldn't even be having this discussion.

    The USFWS got together with the MDWFP and the MCES and printed out a dove field pamphlet. It is legal to topsow wheat if done according to normal ag practices. The problem is, not all officers are wise to normal farming practices and therefore, you will get different answers depending on who you talk to.     Looks like your other posts about "I'll be danged if they're gonna stop me from building tops" and "that's why God made night" have been removed, Rick.

    That's all I needed to hear, Rick. Another guide caving in to the money and making illegal practices a part of his operation. Our Department takes a special interest in that kind of thing. Something about the commercialized taking game and breaking the law that gets you in more trouble. But, hey, you do what you want to do.

    Hey FW227,

    Thanks for the info........ I'll check out the pamplet. Dove Hunting is about the only hunting I can still enjoy.

    I agree on the other stuff, If folks would just think before doing some of this dumb stuff it would be a better place for everybody.

    One question............ Can you use concrete to anchor a properly (legal) constructed fishing structure?

    I was looking at those Bill Dance pork-u-pine deals and thinking I could try and make some out of treated wood, I would like to know what I could weight them down with.

    P.S. Anybody living near thr Rez spillway get your reels and rooster tails out, the Hybrids are just a blast to catch. But remember it has to be 15" or greater in order to keep it, and then it's only 3. But they sure are fun to catch!

    There has got to be some exception to the rule about some non-biodegradeable materials. I mean, what are we gonna use for trotline weights?

    I'll see if I can't get to the bottom of this. And honestly, I don't see anything wrong with pvc crappie condos, but if it's the law it's the law.

    And I agree on the law, just wish they would put some kind of restriction on the pipe diameter, i.e. nothing bigger than 3", or something like that.

    That would still allow store bought or hand-made structures to be put out legally and keep them dang barrels from ending up in the water. I know the entent of the law was to stop putting plastic chemical barrels out for the flatheads, and I think that is a FANTASTIC idea

    Clean water = edible fish!.

    But as usual our illustrious law-makers did not quite think it out before enacting a new law. Guess if you just keep messing things up you will still have a job to do fixing past mistakes!

    20 years of state service has caused me to be a little bit jaded of their actions. Oh and congratulations on your mighty fine raise that they allowed us to get for the first time in 5 years! At least something is better then nothing.

    Yeah on the trotlines........... what are we going to do with all these window weights we've been saving

    Fish In A Barrel: Falls and Jordan Lakes

    "After examining the recurring problem of natural structures deteriorating and needing replacement, the Fish Division in 1999 began building artificial fish attractors for placement in Falls Lake and Jordan Lake near Raleigh. These structures are made of four plastic, 55-gallon barrels cut in half vertically, PVC pipe and concrete. Designed to be assembled on the bow of a pontoon boat, these artificial structures resemble two-tiered networks of PVC adorned with barrels.

    Despite their odd appearance, they appear to attract fish, sometimes only moments after being lowered to the bottom. Like natural fish attractors, these artificial attractors provide shade and cover for fish, along with a surface for periphyton to grow and feed into the aquatic food web.

    The artificial fish attractors offer additional advantages over natural fish attractors. They are more angler friendly because the rotating barrels minimize the likelihood of snags. In addition, the barrels provide more shade than tree limbs. Finally, these artificial fish attractors are permanent, never deteriorating and needing replacement. Because they are submerged off shore, the artificial fish attractors pose no dangers to boaters and skiers.

    A total of 29 fish artificial fish attractors will be placed in Falls Lake and 19 in Jordan Lake. Anglers can locate any of them by using commercially available fishing maps sold in sporting goods stores. On the lake, each attractor has a large, cylindrical, orange-and-white fish attractor buoy bobbing on the surface directly above the sunken structure."

    I have asked a couple of our biologists about this. The original intent of the regulation prohibiting anything but wood was to prevent hazardous materials (such as the plastic barrels that had previously held insecticide) and hazards to navigation (washing machines, culverts, bathtubs, etc.) from littering our public waters. I think the original regulation was only in reference to catfish nest box structures.

    The pvc crappie condos and similar structures were not really considered when this regulation was changed. But, with everybody putting out structure these days, you can see how thousands of 5-gallon buckets filled with concrete and a Christmas tree sticking out the top would eventually cause problems. The tree rots and the bucket of concrete is left there, as is the pvc crappie condo, and can prove to be dangers to humans (skiers, tubers, etc.) and hazards to navigation.

    I think some changes are on the way to this new regulation, but I am not certain what they will be. There is a need for artificial structure, but you've got to consider other things before you go to putting out stuff all over a public lake that will remain there for a very long time.

    Maybe some of the biologists will make a comment on the matter before long.

    227....Caving into the money...Yea I take people on guided trips for all the money I make doing it...LOL...I don't do anything illegal...I've just got conflicting info and one of the guys that works for the PRVWD (you do know what that is don't you 227?) just said do it at night. The MDWFP told me that they have no policy and dealing with building cover on RB Rez becasue it's OWNED by the PRVWD. Ask Dennis Rickie or David Adcock...

    That is just like the government. Where they should take and think hard before doing something. They go off half loaded. And As below. Only think on one part of it.

    AS for the 5 gallon buckets. When there left, You had a stump. Is that bad? All that is needed here for structure is common sense. And all problems are gone.
    But that is where it stops. Theres way to many people out there that does not even know what common sense is anymore. But if the condos are put in 15ft of water. And out in the lake. I just don't see how a skier would hit that. WE can all wish for a lot of gravel for the way runners..

    So sounds like MS needs to take out of stumps ( 5 gallon buckets serve the same as stumps) and trees and tree tops.
    I do agree on the barrels that has poison still sticking to them. but to me It should have been fine the ones doing that. Not make up a new law.

    Hey Y'all............ you are right.

    We ASSUMED that:

    1. an ELECTED public official, (aka a politcian) has a logical thought process

    2. that a politcian is motivated to looking out for the public, not for himself
    and people who pay (bribe) them into doing specific political agendas

    3. will "do the right thing" in the first place.

    Again this law was drafted (I think) to stop knuckle-heads from putting stuff in OUR waters that ain't supposed to be there. TRUE sportsmen will go and look for places to hand-grab.......... or use natural items as structure. Because they like what they are doing and want their kids to enjoy the same thing in the future.

    Once enough of us complain, AND THAT IS THE KEY, to our representatives and explain (use paper and crayons if you have to) to them that fish need structure, and that properly place this structure will attract fish and not cause danger to boats, motors or people, will there an effective law for the policeing authorities can inforce. Most of our reseviors are getting a little long in the tooth and are losing the structure that was there when they were created. Replacing that structure with other will only help the lake and keep them doing the major purpose that was used to get the land and create the lake in the first place..... Outdoor Entertainment.

    Yes I know some of them that was a secondary purpose, but not in the case of Ross Barnett. As stated many times in the past (1979 & 1984) it's major purpose is NOT flood control.

    The MDWFP Officers only inforce the laws that the Politicans write and enact. Whether they agree with that particular law or not. Their job is to inforce the law.

    Until this law is amended we as Sportsmen should refrain from putting PVC into the water as fish structure. Use natural material such as wood or bamboo and weight them with whatever is determined to use. Rocks if we have to.

    Thanks FW227, for putting up with us and letting us vent. I for one want to make your job easier.

    Y'all are the ones out there and know what going on, like what they are hitting and where and I like to be able to find that out sometimes! You know you just can't trust a fisherman to give you a straight story.:p
