You could drill holes about 1/2 inch & stick 1/2 pvc pieces x 24 inches long to act like branches or u could stick Bam Boo branches in the holes. place bottom of 4" pvc in concrete buckets Any tree like structure will work.

put a bolt through them all in a stack like a color wheel.

That's what I do but I make 1" holes and put PVC through crossing them up and down. You can make short ones for shallow water or bigger ones for deeper water. Be sure to sand off finish first. I also put 2 arm that cross at the bottom to keep them from tipping over.

You could use wood slabs instead of pvc...Wood slabs are much cheaper...
