I have used Formica glue over varnished plywood with good results.
So we are redoing my sons boat. We painted the new Marine plywood then discovered most all the carpet adhesives are not recommended for sealed or painted wood. Any of you folks have suggestions

DAP Weldwood outdoor carpet adhesive. It's what I used to put the carpet in my aluminum boat.
It's a solvent based glue, not the new "Low VOC" junk that doesn't stick to things. It takes it a while to fully cure, so don't judge the bond based on a couple days tug test. I did that and was sorely disappointed, but after a week or two ( I did mine during the winter) I could not pull it loose from the aluminum.

You need a notched trowel to apply it. I used a 3/16 IIRC. It also takes much more glue than I thought it would. I used 4 gallons recarpetting my entire boat.
I would have used the weldwood contact cement if I wanted it to stay. Paint on both surfaces and let dry a few minutes then be careful as once it touches each other that is where it stays.
