My friend who lives in Missouri got 2 tickets in 2 years while duck hunting in Arkansas, he got a registered letter stating his hunting and fishing privileges have been suspended for one year. My question is has he also lost his privileges in Missouri and if so can he be in the dove field with his dog without a firearm while others hunt doves. He wants to work his dog if possible but doesn’t want to break any laws

sure he can be in field working his dog. as long as he isn't in possession of a gun he isn't considered hunting.
I would say he is just restricted in the state of Arkansas.

That would be my guess as well. One state cannot regulate another states fish and game laws. That being said, there may be implications on the migratory bird part of it or the two states may have a compact agreement. The final word would have to come from the MO. Dept. of Conservation.

Out of curiosity I called a retired Dept. of Conservation Supervisor who is a friend of mine and posed the question to him. Basically he said the Missouri and Arkansas do have a compact agreement so if you have lost your hunting or fishing privileges in one state, your privileges are revoked in both states. That being said, the revocations take a while to process and until they are officially processed, your privileges are intact. As far a just working the dog while others hunt, he said that a revocation means you cannot participate in any part of the hunting process. It is a grey area because if the dog will take direction from another hunter, that hunter can work the dog and the dog owner can only observe as long as he isn't actively participating in the hunting process.
