I wouldn't trust leaving the skin on to identify blues from channels. They vary in color and the only true way to tell the difference is the anal(?) fin.
Truman for example has 5 blue and 10 channel as a limit. No length limit as of yet, subject to change next year. As of this year, is it legal to fillet the side off a cat on the boat and ice down the sides with the skin still on? This would make the identity of the cat possible.

you can do the cleaning of fish in your boat, but you can not be over your daily limit for the water you are on. or anyone in your boat, and they all have to be labeled with the owner of same fish. and if the agent said those are not channel or blues,or what ever, well your up to there mercy, best to take a large cooler and Ice and leave the fish whole if you need to ice same...
The length limit is the key. You cannot filet fish on the water if there is a length limit on that species. Here's the rule:
3 CSR 10-6.405 General Provisions
(3) Limits and Possession.
(C) Regardless of where taken, no fish less than the specified minimum length limit shall be possessed on the waters or banks thereof
to which length limits apply. The head, tail and skin must remain attached to all fish for which length limits are established while those
fish are on the waters to which length limits apply or until the fish have been checked by an agent of the department.
But there is NO length limit on catfish "currently". Correct?
