Who buys duck/goose feathers in Arkansas from a processing business? Not only the special feathers but feathers from entire bird. Any help or info on bulk buyers would be appreciated!

50 CFR 20.91 Law
This law, 50 CFR 20.91, allows any person to sell or purchase the feathers for Commercial use of them. Making fishing flies, down pillows and bedding.
That's what I'm in search for is a business in Arkansas that makes these products.
