I think they gotta be in the water to work correctly.
installing an eagle 320 in the driveway today on a friend's boat. we've got everything hooked up right and the depth is showing 8.2 ft, but the transducer cannot be more than 2 ft off the ground. is this common or should it be pretty close to right even out of water?

The only way to have a good fishing spot is to make it yourself!
Yepper, in the water. Be advised, don't touch that transducer when its turned on or you may get a suprise!

mine does the exact same numbers I have had mine for a year and just checked it yesterday and same numbers
