Torch is the best if you have access to one. Bolt cutters will work if the rebar is not to large say a #4.

Sac I use a regular 7 1/2 circular saw with a metal cutting blade does a great job very little vibration, no worrys about setting anything on fire unintentionally.
I use a recipicating saw with metal cutting blade....I wouldn't buy a new tool..just a metal cutting blade for some type of mechanical saw..
A torch is the easiest, a chop saw with a metal cutting blade is #2...
Now, let us in on what you are doing with the rebar!!!
