Cable is shared bandwidth with whoever is on that segment in your area, where DSL is dedictated bandwidth just for you. Whatever your neighbors are doing, or how many are on cable modem, will affect your performance.
In our area, the cable bandwidth varies at different times, and sometimes trickles to nearly nothing. Our DSL line has been rock steady, but tends to be less overall bandwidth than cable. Go with the cheapest, but if both were equal in price, I prefer DSL.
