Go to a bow shop and get a serving (Wrapping) tool like I use to serve bow strings and tie in peep sights. It will serve the same purpose.
Can someone tell me how to build a thread tension device for wrapping the eyes on a rod?

Get a thread bobbin from a fly fishing shop, that will keep the thread from free spinning and just let thread slide through thumb and index finger. Better feel and easier to fix mistakes.

you can also make a little wrapping jig with 2 V blocks of wood or cardboard , for tension on the thread just open a book , run thread between pages close book , then add weight on top until you achieve the tension you need....hope this helps.
