Try around a tree laying or sticking up in the water. Sometimes around a pier works good. If you fish a pond, try around the drainpipe, but go deeper than usual. A guy said once, there's always one at the drainpipe!
I dont own a boat so I fish from shore. I dont do much gill fishing and when I do I dont catch small gills. Where would the bull gills be that is reach able from shore? Also what should I use?

thats one thing about gills they really not at all rare. just fish pretty much around anything you see or think is out there.
I generally fish from shore with maggots under a float. Got 70-80 gills on Saturday doing this. Use light line (4# max) with a lighter leader (I used 6X fluoro tippet) and a size 16 hook -- DEADLY. You must use a sensitive float as bites are typically very light in colder waters.
Look for deeper waters. I was fishing an area about 7 feet deep that was near slightly deeper water. This was a pond where the max depth is about 12 feet.
Also, make sure you're fishing a lake/pond that has big bluegills. Some places are filled with stunted fish. You'll never catch a big gill there.

Try fishing with crickets sometime. Bream can't resist!
Try floating a small live leach under a stick bobber around any structure. Or slow retrieve micro jigs with soft plastic variations.
