Have you tried at night with or without a light. If you use a light fish just outside the light. I like glow in the dark teardrops tipped with spikes or waxworms. If you are not using a light try the same rig but use a long pole to stay away from where the fish might be. Do not let them know you are there. A cane pole or one of the new telescoping rods, some of which can reach nearly 20 feet, will allow you to present the bait ever so lightly without casting.

About all I can suggest is if the water is real clear try small diameter line and real small minnows on #6 light wire Aberdeen Cricket hooks and maybe try different times of day or a more stealthy approach.
Try downsizing. 2lb test with ice jigs. Try different actions on the bait.
Stay off the docks. Evidently they hear / feel you walking. Try any of the techniques mentioned below, from the shoreline. Cast on the up-wind side and let the wind blow your bait over the brush.

Hey Don, Chaunc is right, they hear and feel you on the dock. Get out there as easy as possible set down and wait awhile before putting your line in. Don't make any noise dragging the bucket or tackle box. Give them a little time to forget you're up there and they just might hit small minnows or a jig. Walking on a dock will scare them but in a little while they forget, kind of like us with a little age. hehehe Now where did I put the dock???? Ferdi
dont forget to spit on your bait and if u call the fish names they will be aggravated enough to bite
