It doesn't look like the base is big enough to keep it upright with only a couple of bricks. Maybe add some sand to each pvc pipe about 1/4 the way full and cap each one. That may be enough to keep it in-place. If it is too light it may get moved around with the wave action. EB

Might be a little late if they're glued, but why not just fill the elbows with sand or quikrete?

Just drill a good size hole in 1 or 2 elbows then fill it up with real runny quikrete
let over night & ready to go.
