It's called supercooling. You just have to have super pure liquid (can do it with coke too).

We use that method in our calibration lab to produce an exact 32° F. It is a closed cell with ultra pure water. In this cell all three states of water, gas, liquid, & solid, exist at the same time. How this happens is still a mystery to me. I do know that even when it is cooled to below freezing, it still won't go solid until it has been shaken.
