    Is there something that can be used to bait minnows close to the shore line so they can be netted?

    Depends on what kind of "minnows" you're trying to net !! Shad, Silversides, and some other "minnows" are not likely to come to bread/cracker crumbs & such. Fatheads, chubs, shiners, & the like are likely to take those offerings.

    A cast net with 1/4" mesh would be your best bet for netting most of these minnow species, with the exception of the Silversides. They would require a long handled dip net (wire or mesh netting), black or white light source, night time, & a boat.
