You can put some additional structure under the dock (like a Christmas tree or any of the commercial attractors.)
Regular chumming will also help. Mix up some bread crumbs and corn meal in 50/50 proportions. Add water gradually until it will just hold together when you squeeze the mix. Toss in a few small balls of the mix daily.
Structure, structure, structure. Drop brush, sink pallets, hammer stakes...however you do it, give the bait a place to feel safe and the baitfish and crappie will come.

i'm staying out of this one except to ask if you straightened up your fish cleaning table too while you were building a new dock.
No way would I straighten up my famous table, cause I'm a little off center anyway. Hi you old __ ? and I know all of those things just want to put some kind of feed in some kind of tube????
My ideal situation would be...
Make sure you have the brightest light on the lake. To bring the baitfish in.
Xmas trees and brush up close to the dock. To the bait cover to hide and specks an area to hunt in.
Stake bed farther out but in casting distance. To attract and hold the specks.
Chum. Chum. and Chum some more. Id get an auto feeder and set it up to chum bread crumbs and meal. At night. To make the bait active at night when specks naturally want to eat and to keep the baitfish coming in and healthy.
I aint here to tell you anything. You want to know what Im doing....pm me and meet me on the lake.
Try some square hay bales up closer to the shore, it's a baitfish buffet!
As mentioned, the two best attractants for bait are tight structure (xmas trees) and light. When fishing docks, I like to know what lights burn each night and which ones don't. Not only do they attract bait that swims, but they also attract bait that flies.
Crappiedoc...I've honestly never dropped one, but I'm wondering just how good they could be. There's already an abundance of microorganisms, so I would imagine that minners would come to them quickly.
