The ones out of Japan will come with a shallow spool. Other than that they are the same reel and made in same factory.

Let me first say I am by no means an expect on JDM equipment . With the exception of my Presso and Soare purchases most of my experience is with entry level and just above JDM equipment.
I consider myself the “ poor man’s” JDM enthusiast.
I’m not sure about all of the models of 23 Legalis models made for the Japanese Market , but with the 2000sp I have , in addition to having a shallows spool , the handle screws into the main drive making a tighter fit .
And the handle knob is put on with a removable screw, so the bushings can be replaced with bearings .
The previous blue and the gold/black models handle knobs were put on with rivet or brad and had a shaft that went through the main drive . Which allowed a lot of play in the handle .
I caught a lot fish before my curiosity got the best of me and I got my toes wet in the JDM market .
I mainly started buying reels made for the JDM market for the shallow spools . Then I discovered the lower gear ratios offered in some models , which enhances the ease to wind the reel . Lower inertia reels make it easier to feel light strikes .
The 2000sp is a low gear ratio reel , 4.8/1 .
Is it in the same class as the Presso and Soare reels I own , definitely not . But they are getting closer and I enjoy fishing with it just as much .
I’ve ordered shallow spools and swapped them out on my older model Legalis 1000’s and enjoy fishing with them also .
I was going to put them on my Fuego 1000 but I would have to remove a bearing under the spool to do so and didn’t want to give up that bearing that aided in an easier turning spool under drag .
