I'm in Minnesota fishing. Motor is not running full power. We took out the brass screw on the bowl and drained fuel. Didn't work. Went back out and spray carb cleaner in it and it started running good. Parked it and went out later to fish and it was back to the same old way. It's a Johnson 9.9 2 stroke. Any ideas?

Where did you spray carb cleaner into? It could be water in the fuel. A clogged jet in the carburetor. Is the gas tank vented? Does the primer bulb pump up and stay firm?
You can try pulling the bowl screw and draining the fuel and then spray carburetor cleaner into the bowl of the carb to flush any debris in the bowl out. If it has a manual choke try while it is running and pull the choke off and on, I have occasionally done that and if it’s a small piece of trash in a jet sometimes that will pull it through and clear the jet. Check spark plug for fouling also.

Trash in the high speed jet is my guess. Pull it, drain it and blow compressed air. If you can't pull it squirt some sea foam through it and let it sit to sort of break down in there. Will smoke pretty heavy when you fire it back up but that is crud that got loosened passing though and burning up.
change gas, water in fuel. gary
Have you checked the fuel line? I had one do about the same way and found a collapsed line. Worth a quick check of you run ethanol fuel. Good luck hope you find the problem.
