The symptom you describe sounds like the motor is leaning out at wot. A failing fuel pump, a weak sealing connection, a failing 'anti-syphon valve' or a restricted fuel line are normally found to be the issue.
I ave a 1992 Johnson 115. this past weekend it started to act up. At wot it surges then bogs down then speeds up again. any ideas?

Hello: Could also be fuel filter or bad fuel line. I'm pretty sure it's a fuel issue . Does it run fine at lower throttle settings ? Good Luck . O - R
What they said and be sure to check your fuel line, especially the primer bulb. All should be soft and pliable. No cracks.

Got the motor fixed. All electrical problems. Coils, plugs, wires, and power pack. Thanks all for imput
