If your prop has a rubber hub try this one.. Take white out make a mark on prop and hub that match. Take it back out and run it until it does that. Come in and check to see if marks are still lined up. Only way to tell if one is slipping.
My 4 stroke, 15hp 2000 Mercury purrs like a kitten till about 4/5th or so speed. When I open it all the way, it keeps running, but sputters and feels like it is slipping. I originally thought the prop was slipping, but I took it off, made sure there wasn't any line bogging it down and made sure the holding nuts were tight.
Any thoughts appreciated. Perhaps I need to clean my carb, I do that a couple times a year. It just feels a bit different than it usually does when my carb is getting clogged, but who knows for sure?
Thanks, Paul

I had an 07 Merc 15 hp 4 stroke and had to have a stator coil replaced.

That sounds like you're bumping the rev limiter at w.o.t. Is the prop damaged?
I'd rather be fishing.
thanks for the tips. the prop does not appear damaged in any way other than the normal nicks on the bladesyou get from hitting those conway stumps while idling along.

Check your fuel lines and especially the bulb. All should be soft and pliable with no cracks.
You running ethanol gas?
Check for air in your fuel connections. It sounds like you are getting enough fuel for lower rpm's but at or near wot there is not enough fuel and you're pulling in air from outside. Btw make sure fuel line size is correct for connectors. Hope you solve this problem.
