It would take some fabricating, but I'm guessing you could put Hi-Tek type mounting plates vertical on the 4" vertical lip that goes around the boat. The rod holders themselves would need to cant out and up and run along the side of the boat. The holders themselves would drop in and when they weren't in use the only thing left on the boat would be the mounting plates, and they would be out of the way for the most part. With a lot of measuring, it would keep them fairly close to the boat and side of the wrap around windshield.

The downside to this is your rods would hang over the water. I don't see an immediate way to get around that, though.

It's a pain, but you could just break them down and put elastic straps on them. They sell some good ones at southern pro. Or what about something to point them straight up, like used in a center console boat.

How many rods are you going to be storing? is your concern more for storing while on the water or while in route to and from water?

Three thumbs? Maybe that's why you keep breaking your rods.

    Just an idea.

Place a bar of clips along the windshield for the front of the rods. A removable T post support in the rear of the boat for rod support.
