Just to clarify, the state record for black crappie isn't 4.15 lbs. It is 4 lbs and 15 oz. The fish in the article is 4.25 lbs or 4 lbs and 4 oz. If it is a white crappie and the state record is 3 lbs and 15 oz. , then it could be a state record for white crappie but it is 11 ounces lighter than the state record for black crappie.
I noticed that also in the article.
The other issue they will have if they decide to pursue the record will be the manner in which it was weighed. The article says that you can make a claim without the fish if it was weighed on "certified" scales and had witnesses to the catch and weighing. She no doubt has the witnesses but how many of us have certified scales in our tackle box? That will most likely be the downfall to any claim of a State record.
Regardless, it was still a nice fish and a heck of a catch.
