    There is always limbs laying on the shore in the back of coves that get water logged over time..if someone were to clean those up but drop them accidently in say 12 fow and GPS them to later come back and try to verticlly snag them to clean then back up, but catch fish too then maybe it could be ok!

    Illinois doesn't have laws against habitat, just need to get permission in State owned waters. no rules for private water. Seems to be a law that is rarely enforced as long as you use your head and don't "pollute" with garbage. We have hundreds of our structures in Illinois public water, some with permission and some..........

    Here in Ohio its the same way- but I talked to the Gamewarden whose in charge of SW Ohio and he gave me written permission to do it - with some stipulations must be in 20' water and not with in 100yrds of a boat dock or a beach.
    Get caught here its a $1000 littering fine w/ up to 30 days in jail. And everything I use must be natural material, so I can not use PVC but Christmas trees,lumber,tree branches etc. all work great and have made quite a few hot spots on my lake for me.
