They only want residents to take the survey, but don't tell you up front. You have to get a few questions in before the specify RESIDENT.

When they add a license in like that (say buying a fishing license/small game or general hunting license) together, they are doing it as a way to take advantage of both the "Sportfishing act" (otherwise known as the Dingle/Johnson act), and the Pittman Robertson act.
Basically, the Sportfishing act is a federal excise tax that is collected from the sales of certain fishing related equipment. The money is distributed to the states based on the number of licenses sold.
Similary, the Pittman Robertson act is the collection of federal excise tax collected from the sales of firearms, ammunition, hunting related equipment, and archery tackle. Again, the money is distributed to the states based on the number of licenses sold.
By bundling a fishing license and a general hunting license (or small game license) you (as a state) are trying to take advantage of the money that will be received based on those licenses that might not otherwise be sold.
As an example: In Michigan, you previously had a Small game license as well as a antlered deer tag (1) and a combination tag (2 tags). They didn't sell a ton of small game licenses as that kind of has taken a back seat. So, they did away with the small game license and created a "General hunting license" that includes small game but MUST be purchased in order to buy any other hunting licenses. So, if they sold 1million licenses last year, this year they are garunteed to sell 2million licenses thus taking in a larger sum from the Pittman Robertson act.
It is a great way by the States to generate more income. Both from the sportsman and from the congressional acts.

I would like the option of fishing only lic. I like the one for trout, but one without it would be needed.
