Garrett Lake is in Weakley County out of Dresden, don't know a thing about it. Gibson County Lake might be a good option for you - if you're in Martin, it'll take about 30 - 40 minutes or so to get there. You're not actually that far from Reelfoot either.

Crappie Wall Hanger
There is a watershed on the north side of Dresden on bible Union Rd. There are also some watersheds on the west side of Union city towards Reelfoot. From Martin it about 45 miles to Reelfoot and 45 miles to West sandy @ kentucky lake. I Have fished @ garrett but was only able to catch small ones. Been to Gibson county lake once it is bigger than garrett and is more famous for catching big bass, but there is crappie there.
