A complete guess. Buried hard layer of some type.
Not enough info ..... how fast is boat moving?
That is 83 Khz with a pretty wide beam and not as good of target separation ..... You could look at it with 200 Khz and DI / SI unless this is only a 2D unit.
Maybe a somewhat softer bottom like sand which would absorb echo a little more with maybe a log downed

Frequencies (in any sonar) are "tools" ...
Low frequencies have generally larger beams = more coverage - less detail ...
High frequencies have generally smaller beams = more detail - less coverage ...
If your sonar has the option to display both frequencies at the same time (2d) ...this split sonar view will have both "tools" working for you at the same time ...
