Plenty of time to get a license up this way. Most of our resevoirs are still locked up in hard water. Sick of all this cold weather.

Spillways aren't usually subject to a size regulation for a resevoir. Fish that are below the spillway can be taken regardless of size. Probably why a lot of bucket anglers fish there.
