The Corps of Engineers controls the lake but anything on shore including the boat ramps would be under the Park Service I would think.

Boat in camp ground is near the Clay Licks boat ramp. Never camped there but go past it about every time I'm on the Cave. Gets pretty good use I think. Has 20 camp sites and is run by the U.S....
