Don’t want to ruffle any feathers here but there is NO reason these ramps can’t be opened. Been fishing here decades and water levels similar or higher . Must be some government $$ for lost revenue...

Wouldn’t call it open! Ramp only, no way to get in and out of boat without being in water. Definitely not user friendly and they want $10 to use it.
