    St Croix makes a Float &Fly rod for a bass fishing technique. They usually use 1/16 oz jigs and a small float. I built one years ago and used it for crappie and bass fishing. I believe it is about 8 1/2 " long. I've caught many crappie on it in late winter and spring. St Croix don't sell blanks any more but probably sell the rod. Mine cast a country mile. Get on u tube and search Float and Fly.

    A 12 ft. light and balanced rod can't be done, I've been fishing 13 ft rods for decades, I'm 70 and have no problem holding on to them all day catching steelhead. You can get "lighter and better balanced" using the right guides, but rod length is rod length and it can't be mitigated completely, just the blank will never balance.

    You could install a Skamania style grip, short rear grip, long foregrip, this allows the reel to counterbalance the rod's tip weight, balance with no additional weight. Used on steelhead rods and centerpin rods forever,
