They do this everyday now... always have. They go through the federal prisons every year and commute sentences for the best hackers if they come to work for them showing them their vulnerablilities. Nothing new.
They said this was a new thing, that they were going to use them for the department of defense now.
It's not a new practice... my dad has been a computer technologist, progammer, software builder etc, etc. for over 30 years and knows all forms of coding better then most anyone in the field... he's been doing things such as this on the side for years.
The DOD, HLS and other big Gov't agencie all are run by computers, and the only way to find and patch vulnerabilities is to have them hacked to expose their weaknesses and then fix it. My dads been on both ends of this... and trust me when I say none of the hackers are let loose to do anything... everything they do is very closely scrutinized... but the sad fact is most of the real computer geniuses today do not have technology degrees they just read and pick it up. These are the guys the Gov't usually ends up putting on their payroll to the illegal stuff their departments can not afford to get caught doing.
I dont doubt one bit that alot of it has been going on for years. My brother teaches computer classes for the military and government and my dad has also been involved in it for years. Like you said the real geniuses never took classes. My dad and brother never did, they picked it up all on there own but the government payed for them to do further training just so that they were educated lol. I remember when my brother was young he hacked into NASA. I never really thought of the government using hackers before, but I just read it, thought it was something new, cause i had never put any thought into it before. Now my folks are not criminals lol. My brother was just piddling when he did things he should not have done, just a nerd at work i guess lol. I just wish he had some common sense to go with it. LSUguy, you wanna join me watching the A-day game on ESPN lol, just pickin at ya. Are you catching any fish?
My dad was trained in computers and all the jazz in the Air Force and then went on to college on the GI Bill... now been doing it all of his life... a lot of it is self taught and developing skills that the military and College started him on.
As for the A Day game, I'm watching it now... LOL!!! Waiting for the LSU game to come on later. SEC is looking pretty good so far. As for the fishing, weather sucks here... stuck in doors watching it pour rain. Almost 8 inches fell in March and so far before these set of storms we've has 2.88 inches for April... just rediculous.

Yeah we have had alot of rain and bad weather here too. The tornadoes tore up everything and the rain has left water high and muddy alot of the time. I have still managed to catch some fish when i have time to go. And yes the SEC is looking good, however i thought Bama looked crappy in the A-day game. I know they are not suppose to really show anything but it didnt look promising for me.
