Yes, some pictures would help a lot.
yes take a few pics. Here's why, I have a 1980 'rude 100 HP when I got it it was VERY faded. I took pics to have a record of what the decals looked like, sanded it down a little and repainted it as near as I could to original. Then I ordered new decals from a place that sells them and replaced them on my motor. Right now I don't have the name of the place, but when it's daylight and I get out I'll get it off the decal they sent with their name on it.

If it's not faded too bad, you might have some luck wetsanding and buffing. Worth a try at least.
If it is totally degraded down to the aluminum, or cracked on the cowling, you're better of repainting.

Try scrubbing bubbles, scrub with soft bristle brush and rinse with water , wipe with 50/50 water and vinegar
