Yes need to be titled (there are some exceptions) check out the dmv website to get the proper paperwork. If you have the hull numbers and trailer numbers they can research for original title or can help you apply for lost title which will be a pain in the butt and make take quite awhile under the current conditions

If the trailer has a vin number they might be able to go from that. If you don’t have a vin number good luck. I tried getting a trailer titled for a year and gave up. The things they make you do to get it titled just aren’t worth it.
The IL DNR has a process for replacing lost boat titles. Contact them in Springfield. A guy named Al helped me with mine.

I was the owner of a wide bottom canoe on a trailer titled in Illinois. When the governor raised the registration fee to the point it was like renting it from the state, I gave it to my Marine grandson in South Carolina.
They don't even have yearly fee for the trailer. They title the motor that is more often stolen. Fees there are low.
Title trailer as homemade and they will issue it a vin decal.
