Depends on the ownership and any regulations in place on the land.
I have friends in PA who use a large flat bottom boat to transfer their gear from a launch area to an island on Raystown lake in deer season. From there they set up and glass the side hills surrounding the lake and shoot from that location also.
Knew another guy who used an airboat on the West branch of the Susquehanna river for the same purpose.
Apparently lots of guys hunt spring gobblers the same way, by cruising along slow listening for birds.
