Structure laws on the tn river?

I was wondering if there are any laws about putting fishing structure out in the TN river.

We had the twra in one of our meetings a few years ago and they said that it was ok to put brush in the lakes we fish in the club but it would be nice if we told them where they were at. gps. Not sure about the Tn. river system.
