I don't really know ... but, I do know that the KDFWR put some out a long time ago in one of our lakes. Never did hear anything much about how successful they were, though.
I do know that many people decided to make their own (cheaper) and some even used old bowling balls as the centerpiece.
It's probably been too long ago for the thread pics to still be accessible, but we've discussed using them since back before 2005, I think. Back then we referred to them as "Death Stars" (Star Wars Planet Killer reference) ... and I may have been the one that started calling them that :dono :Rofl
In any case, hanging them off the side of a dock or weighted down on the bottom should be the easiest way to place them. Just be sure there's enough water over the top PVC pipes so that they don't present a hazard to skiers or swimmers (and don't place them in areas where that type of recreation takes place).
I’ve hung some porcupine fish attractors under docks with weed eater string years ago and it attracted fish. Just make sure to scuff the pvc so algae can adhere to it quicker and start the feeding cycle. Cool thing is you can make them big or small.
