Default WHITE protec as a base coat?

I haven't tried the white yet and I was wondering if it would change the color if it was used as a base coat?

    thanks!

White is used frequently as a base coat. Especially for glow colors. Yes another color will cover the white.

In my experience it changes the color quite a bit when used as a base coat

Yes it changes colors. Some more than others. It is not always a bad thing like white under my blue makes a soft aqua hue that works well here in clear water.
