After the Great Flood on Shenango, a few years back, not sure how long ago. If you know where Big Bend is, on the pillars for the bridge, you can still see how high the water was. Any ways, the Corp couldn't figure out at first, thy the water just kept rising. So they contacted Pymatuning Lake, and asked them if they were dumping water, which they were. So then the Corp took control of when and how much they can dump. Pymy vcan only dump now, after getting approval form the Corp. That is why I asked about Wilhelm. What stream, does it dump into? They may be controlled, by the Corp also.

Will add that with the water so high, and then the temps dropped, trees were getting frozen, and then bursting apart.

Okay, I looked at a map of Mercer County, and Lake Wilhelm, doesn't drain into the Shenango River system, or at least, not till after the dam.

Lake Wilhelm is on Sandy Creek. Sandy Creek then dumps into the Allegheny River. I'll do some research to see if there is any Corps of Engineer.

There is no information from the Corps on Lake Wilhelm. The info I found is from the PFC's website:

Lake Wilhelm, a 1,740 acre reservoir, is a large and very popular impoundment located at M.K. Goddard State Park in Mercer County. The Pennsylvania Department of Conservation and Natural Resources (DCNR) owns two thirds of the reservoir (by shoreline measurement) as part of Maurice K. Goddard State Park and the Pennsylvania Game Commission owns the other third as part of State Game Lands 270.

I think ultimately the Corps can make them release water or hold water back in an emergency but it does not appear to be any sort of flood control or water release for river navigation. That is under normal conditions. The Corps of Engineers website, Pittsburgh District, has no mention of Wilhelm or Sandy creek that I can find.

The USGS Water Data For PA website shows no stream level monitoring for Sandy Creek that I can see.

Thanks you guys for doing all this research. I am doing some research myself but it seems you guys are better at it than I am. I greatly appreciate it.

Was once curious about outflow for trout fishing below dam. I called them and was informed there is no regulation. Its just basically a big culvert pipe with no control . .The more rain the more outflow and no bottom release . I was hoping for a bottom release for cooler water temps during summer. This was about 8 years ago and I don't believe its changed.
