This is Plats response. Doesn’t sound real good to me. I’m going to go by the post office this afternoon and then I’m sure I’ll have to contact PayPal.

I would go ahead and contact PayPal and tell them the item was found damaged when you opened it. I have never had any luck with the few claims I put in on something at the post office. Jeff Smith told me at the last fishing show that he had never had a claim approved from the post office when one of his rods arrived damaged.....and there have been quite a few.....even though they are insured. He now just eats it and sends out a new one at his expense. The few times I ever put a claim in with PayPal I had a refund pretty darn quick. I’ve always known I should have opened the rods....reels.....I bought before the postman left but I never have done it. That may change now.

They make me sign for the package at the post office before they will even hand it to me and then I am pretty much felt like I am bothering them by standing there so I usually open in the parking lot... I will open everything from now on in front of them...
The next time I get something out of Japan I’m going to see if the postman will take the time to let me open an package and fully inspect the item. I was just thinking they may not be too happy about it if there is no apparent damage on the outside of the package.....they’re always in a hurry. Be interesting to see.

You also have protection thru Visa if it was used in the transaction. You can call the phone number on your card and explain what happened, that you received damaged goods.
Visa is really good about this type of issue and so is American Express based on my experience.
Years ago I received a gift shipped from relatives in Japan. UPS was the shipper and the shipment arrived damaged. I always inspected it at the door and refused the shipment. It took 3 shipments for UPS to get it right without damaging the contents. But this was back in 2003.

Update - I went to my local post office today. First of all, the USPS confirmed that you must sign for a package before you open it. They will NOT let you open the package until you have signed for it.
The process that the USPS said to follow was to have Plat full out an insurance claim from the JP post office. Once the claim has been filed, I have to submit the package and contents to my local post office for inspection and a damage claim. At this point, I would have to turn over the package to the post office and wait for all of the paperwork to be approved before (theoretically) Plat would refund my money. I sent theses instructions to Plat. I will see how they respond. The postal worker also said that getting a refund through PayPal may be the way to go. Regardless, I want to see how Plat handles this.
If I did go the PayPal route, how does it work? Do I fill out a damaged package claim online? How does it work? Do I have to ship the rod somewhere for inspection. Do I have to ship the rod back to Plat or keep the broken rod?

I had this happen 2 years ago, It took 9 months to get a replacement, but the JDM dealer sent me a upgraded version of the rod, I ordered. I forced the issue with paypal and my bank. A lot of trouble but it worked out. When you order rods from anywhere from anywhere this can happen, but the process of return and get a replacement or refund is a lot harder from overseas transactions. Again, I am sorry.
PayPal may or may not ask you to return the item. You have I think now it is 20 days to file a claim with them. Have no clue where you will get with Plat. If PayPal approves your claim they will get their money back from Plat. If Plat does not give it back PayPal could drop Plat. I don't think that will happen though. You still have the option of a chargeback claim on the credit card you used to pay PayPal. The one rod I had broke was years back and I filed a claim with the post office but I did not wait on them. The store out west that I bought the Phenix Elixir from would not refund me. So I filed a claim and PayPal put my money back. No one ever asked me to send anything back...but I was prepared to. I never did hear anything back from the post office even though I would check in from time to time. As trypman said this happens with many stores...companies...no matter the location, but the dealing overseas part slows it all down.
