    I finally found out how to apply for a free pass. If you qualify for a free pass you must GO IN PERSON to a State Park Office and provide prof of eligibility. They will issue a Promo Code which you must then submit with your application to get entered into the system.

    I got mine registered for free at the Ft. Cobb park office. The lady told me that my second vehicle would have to be registered by my wife, in order for it to also be free.

    I qualify for the free annual pass and registered at the Keystone State Park office. They told me I could register two vehicles in my name but that only one vehicle at a time could be in the park. If your wife also qualifies for the free pass you could register the second vehicle in her name like you said and you could have both vehicles in the park at the same time.
