I have the same concern. It was my understanding that the release you quoted was actually the second version that was a revision of one the day before that did restrict the lakes as well. Paint Creek is managed by the Huntington W.Va branch and not Louisville but still makes you wonder. It seems to me that have them open would be a good thing and help reduce cabin fever.
