I think all dams have a potential to be unsafe, not to worried about it but I live upstream.
The Corp like all bureaucracies is hard to understand. I read this as saying anything is possible and not our fault if God does something weird. What do you think?

Thought it was odd when I read it. Seems like you could say that about all dams.
So much potential energy, kinda scary when you think about it.

Potentially it could just be bureaucratic politics. It isn't unheard of for different divisions in a bureaucracy to compete for funds. Like I say I struck me as odd and would like the "inside" story.
