There is just no stiff penalties for stealing so it is not much of a deterrent. The court system does not want to clog up prisons with thieves because they need room for more serious offenders. The problem is when someone with 10 prior stealing offenses finally hurts someone you gotta ask "shouldn't they already be in prison?" Look at companies like Wal-Mart. They have just given in to thieves and gone to self checkouts. Nothing much is gonna happen to shoplifters so they might as well save on payroll to keep their prices low. Short of cutting off their hand there is no real solutions. When they steal from you your gonna pay for it, and when they get sent to prison the tax payer is still gonna pay for it.

The denigration of freewill and individual responsibility by the intellectual elites is a natural result of scientific determinism. What we really have is a lack of philosophical sophistication that took hold in the 60s. Our universities are awash in sociology masquerading as science. Social engineering is a colossal failure because the scientific community refused to have the humility to acknowledge that societies are too complex and chaotic to be devoid of traditional values. Our philosophers abandoned ethics in favor of logic leaving the culture adrift to embrace every passing intellectual fad. The idea that you can collectively engineer social order is pure hubris. Dignity and meaning only comes throw freewill and responsibility. If you didn't earn a star on your efforts by fair competition then being granted one for participation strips you of your dignity. Without dignity you become a crack head. That said it's nothing new. The horrible rates of alcoholism in previous generations is evidence that nihilism is a disease we can never escape. The current wave of nihilism is however particularly frightening because it has been institutionalized. At the same time that institutions that offered some immunity have been minimized. We suffer from a sophomoric realism that undermines the abstract nature of social reality.
Justice system needs to be set up for reparations to the victim(s). Incarceration could or would be part of the coin, but they need to work to pay for their room and board and compensate the victims from their labors.
Not a simple solution, but something our system should consider. Makes no sense that you get robbed and then the government takes your taxes to incarcerate the assailant. Not a big fan of dutch door action.
