Default No resistance when trying to start

I have a 2000 9.9 Johnson. Many times when I'm on the water the rope will just pull out and there will be no resistance. I have to keep pulling until it catches. When I'm not in the water it never does it. The blue thing in the picture is what moves and catches allowing it to start. When I pull this right now it moves every time and appears to work flawlessly. Any ideas? Hope this makes sense. Name: IMG_20230515_121641361.jpg

I oiled it up and went out last night. Didn't have the problem once. Maybe it wasn't moving as freely as I thought.

Glad that fixed the problem. No resistance when trying to startSometimes a little lubrication goes a long way.
