    When looking down at the lower unit the impeller blades should be following as the shaft turns clock wise. When installing put impeller in the correct place put cover on shaft as mentioned soap helps turn shaft clockwise while putting down pressure on the water pump housing and it should slip right on.

    It was new and I ran it at wot today. There's nothing for the wings to grab. I am compelled to trust that it turned.

    Is it possible that the water from the muffs wasn't enough

    Yes, it is very possible that the muffs weren't providing enough water. Does this mean that you haven't had it on the water since it has been replaced?
