First thing I would do is replace the shaft seal under the water pump. You are going to have to replace those lower unit seals anyway. Can’t tell by pictures but do your bearings seem to be ok.

Everything looks great gear and bearing related. Been trying to pull the seals from behind the thrust washer for 2 hours now...hateful piece

I put it back together and ran it it on the hose. It started in gear. Or more accurately it is in drive at idle rpm no matter where the lever is. What did I do wrong ?

If I’m not mistaken on that one you need to drop lower, shift into reverse and put lever in reverse then reinstall lower

So drop the lower unit as is in Neutral....shift the remote lever to reverse then reinstall....or is there another action needed to take?

Seems like I remember this step but not sure of the sequence

Drop lower unit, shift lower unit into reverse with the shift tang and place remote in reverse then reinstall lower unit. Both sides being locked in reverse should allow the shift rod to align with the shift tang on lower unit.
